Configure Favorites GPO Missing

I am not sure if i am looking in the correct area. But from what I read the policy should be located under Computer Configuration / Administrative Template but i am unable to find configure Favorites. My DC is 2016 Functional level 2016 if that matters.

Has this option been removed? Can someone guide me to how to find the GPO setting or how i can push favorites to my users?

    Is it users or computer settings? I can see that under Users also you can check your settings over this link

    I checked under both user and computer settings.

    I was following this article: https://learn.microsoft.com/en-us/deployedge/edge-learnmore-provision-favorites

    Looking at the admx.help right now to see if i can find the settings i want
