Particular AD is asking permission even after deletion.

Tried to integrate Degreed with Microsoft account by SSO. Test App was created in account. This test app is asking permission for another user account(xx@microsoft.com) which I added. Now if I trying login in to xx@microsoft.com,it is not allowing me to login. I deleted the Test App from account and revoked the permission from https://myapplications.microsoft.com/ and from xx@microsoft.com account,removed the organization from https://myapplications.microsoft.com/ . But still I am not able to login.
I tired this solution also https://github.com/MicrosoftDocs/azure-docs/issues/29197. and I removed the User account also. then I tried by adding application administrator permission to user account(xx@microsoft.com).

Usually this error occurs if you have not done this yet.

Are you saying that the users and apps are located in a new tenant but showing up as being associated with the old tenant?

I added the user as admin,still it is asking need admin approval. User and app are located in same tenant. For the configuration of SSO,I tired to invite a user. That user account is facing this issue.
