In my network and internet tab on my taskbar, it shows that all WiFi networks have zero bars. I can connect occasionally, but it still doesn't let me use the internet. Please help.

Go to Device Manager, expand network adapters, right click on your Wireless adapter, choose Uninstall device and then select Scan for hardware changes. Windows will automatically reinstall the wireless network adapter with its appropriate driver.
If that doesn't fix, go to your computer manufacturer's website> support and drivers area, download and then install the latest recent driver available for your WiFi adapter model.

C:\> netsh winsock reset
Select the Start button, then select Settings > Network & Internet > Status > Network reset.
On the Network reset screen, select Reset now > Yes to confirm.

Does your computer not have an ethernet interface? If you have another computer, connect to the internet and download the wireless driver on a pendrive, then insert the pendrive on the computer that has the problem and install the driver. Otherwise, if you have a smartphone, please visit the computer manufacturer's website and download the wireless driver, then after connect the smartphone to the computer via usb cable, transfer and install the downloaded driver file to the computer.
I updated the driver using my phone, and it still does not work.

probably your wireless network card has a hardware problem (antenna), try replacing it, or for a few dollars you can buy an external Dual-Band WiFi USB dongle.
This did not work either I bought a dual band dongle and it still will not connect to wifi
