I have downloaded Microsoft SQL 2019 and also SSMS 18 but could not find it here in my system. However it also took a restart after downloading.
Maybe the downloading was stopped because of restart.
Usually the browsers show the progress and then allow you to start the installer, so that you do not have to find it on disk.

How about the problem, have you solved it yet?
Regardless of the browser you are using, you may check the browser's default download folder for any downloaded files.
If you didn't change your default download location, then Google Chrome downloads files to the following locations: Windows 10, 8, 7 and Vista: \Users\<username>\Downloads. Mac: /Users/<username>/Downloads. Linux: /home/<username>/Downloads.
By default, Microsoft Edge places all your downloaded files in a default folder, called Downloads, located inside your user folder.
but could not find it here in my system
Default is the "Download" folder, wich is a favorite folder in Windows Explorer; should be easy to find (and your post is nothing SQL Server related).
