    Thank you for your question and reaching out. I can understand you are having issues related to Install Language Pack.

    1. Please try to Power Cycle the server.
    2. Disable any Antivirus program or Windows firewall you may have for temporary purpose.
    3. Please make sure there is enough Disk space available on C:\
    4. Run sfc /scannow
    5. Run below DISM commands from elevated prompt.

    DISM /Online /Cleanup-Image /CheckHealth
    DISM /Online /Cleanup-Image /ScanHealth
    DISM /Online /Cleanup-Image /RestoreHealth
