Windows Server 2019 O/S Update Stuck (KB5016623)

Hello Team,

I have a Windows 2019 Server currently stuck in an update loop.

Every time the update will fail, and the server will revert the changes, there are no applicable system restore points and if possible, I'd like to avoid rebuilding the server.

I've tried the following;

Review of logs - Windows update error 0x800703f1 is reported

SFC Scan

DISM Check / Restore

Recreating the update download directory

Cleared the software distribution folder.

Manually installing the update

Removed the server from WSUS and forced it to update from MS directly.

None of the above have resolved the issue, if anyone has had anything similar in the past I'd be very grateful if you can share your experiences and hopefully your resolution.

    Before installing KB5016623 on Windows Server, we need to ensure that the Servicing Stack Update for August 2021 is installed on the server. The SSU KB5005112 can be applied manually using the Microsoft Update Catalog.
