the only way to download files for the users experiencing this issue is to connect to another WiFi network (mobile hotspot etc..) and disable automatic proxy configuration.
To me this issue seems to be caused by network issues.
Does this issue occur when users are connecting to a proxy?
If yes, please try disabling it and retry to see if the issue persists.
Kindly note that it is not recommended to use a proxy to access Teams.
