Need help to create VM from image using SQL Developer license

I have a test/demo VM server using the SQL Developer license using Offer SQL2017-WS2016; Plan sqldev-gen2. I've taken an image of the entire VM as I want this as a complete snapshot (a single restore point, in case it gets mucked up). All is well there - it shows nicely in the Azure image gallery.

My question is, when I go to create a new VM using this image it asks for license type - how do I answer that so that the re-created VM uses the same SQL Developer licensing? The choices for license type are Windows Server or Windows Client (both with followup questions). With Windows Server, it asks: Would you like to use an existing Windows Server license? (checkbox)
If I check that, it asks me to confirm: I confirm I have an eligible Windows Server license with Software Assurance or Windows Server subscription to apply this Azure Hybrid Benefit.

I don't need (nor want) the continuous backup offered by Azure - just a single point in time backup.
Ideas / suggestions?

    SQL licensing is applied to the installed instance. If the image was captured with Developer edition activated, that's the license it will use.

    The choices are for the OS being used in the image. As it is based in Windows Server 2016 you should select Server, and then answer if you have an eligible Windows Server license to use with this VM, or leave it unchecked to use the Pay-As-You-Go model.
    The question about Azure Hybrid Benefit and existing Windows Server licenses was also asked when the base VM was created, and the answer depends on your existing licensing agreements.

    @Rafael da Rocha Thanks for the reply.
    However, when originally created, it was from a pre-defined image (https://portal.azure.com/#create/Microsoft.VirtualMachine) using the "Free SQL Server License: SQL Server 2017 Developer on Windows Server 2016" image. It never required me to answer the license question.
