Does the "Consumer Site List" always take precedence over the "Enterprise Site List" in IE mode policies?

Sites that no longer support IE are forced to open in IE mode after Edge 105 updates.

It appears to be registered on the Consumer Site List at https://go.microsoft.com/fwlink/?linkid=2171760&bucket=63 .
Is there a way to ignore this setting or to add a setting with a higher priority?

I tried applying <open-in>msedge</open-in> in Enterprise Mode Site List Manager,
but IE mode is still enforced.

The sites in question are as follows:
mail.korea.kr
cpms.childcare.go.kr

The above sites are operated by the Korean government office and currently supports Edge well.
