API to get relevant people suggestions, similar to "to/cc" fields in Outlook

How to get the suggestions similar to the Outlook user suggestion API in "to/cc" fields ?

I have used the Graph People API (https://graph.microsoft.com/v1.0/me/people/?$search=j). But it not returning similar results as the API used in Microsoft Outlook.

Is there any additional parameters to be used with the People API to get similar user suggestions as Outlook ?
Or is there a different API to get relevant user suggestions similar to Outlook ?
