Custom domain transfer from one 365 tenant to another 365 tenant

How to go about transferring a custom domain from one .onmicrosoft tenant to another .onmicrosoft tenant.

We have a custom domain named contoso.com, and two office 365 tenants old.onmicrosoft.com and new.onmicrosoft.com

contoso.com is already verified in old.onmicrosoft.com, we need to verify it in new.onmicrosoft.com. We lost administrator account credentials for old.onmicrosoft.com tenant hence we cannot login to old.onmicrosoft.com tenant and remove contoso.com domain.

We logged in to admin center in new.onmicrosoft.com tenant added contoso.com, got the TXT verification code added it to DNS in cpanel, upon coming back to the tenant and click verify we got an error message that
Could not verify this domain because it was previously configured for your tenant or for another tenant

The TXT record that was used to verify contoso.com in old.onmicrosoft.com tenant still exists in CPanel, could this be affecting or how can we go about to verify the contoso.com in new.onmicrosoft.com tenant.. We are stuck.

    As discussed offline, we confirmed that domain contoso.com is still not deleted form old.onmicrosoft.com tenant.
    You need to first delete the domain from old.onmicrosoft.com completely and then you can add the domain to new.onmicrosoft.com.

    We have already helped you in creating a case with support team so that you can prove old.onmicrosoft.com tenant ownership and post that you can delete the domain contoso.com.

    Hi,

    There is no other way you will have to contact Microsoft Support to access the old tenant and remove/delete the custom domain.

    You can try the "admin takeover" process detailed here: https://learn.microsoft.com/en-us/azure/active-directory/enterprise-users/domains-admin-takeover
    If that doesn't work either, go with support as suggested above.
