You can create custom auto-replies with Outlook and not use the Out Of Office wizard, but you have to leave Outlook running:

Hi all,
My customer wants to change the system generated prefix for out of office messages in Exchange Online. Is there a possibility to replace the OOF prefix "Automatic reply:[Subject]" with a custom message? For example "Automatic Out of Office Replay:[Subject]".

I believe you can create a Power Automate flow that will rewrite the prefix.
Alternatively you can use a third-party cloud service to modify an OOF message.
