Hello,
Forgive my ignorance, im a bit new to azure. Someone who previously worked at our company set up all our logic apps on here. He was connecting to different sftp, ftp, etc servers to get files that we send out to customers for billing. He no longer works here and it is now tasked with me to manage these file transfers. We need to move some of these off the logic apps but it seems like I am unable to view the passwords stored for api connections. I can see the user, host, etc but password is simply blank, hidden for security purposes im sure. Is there anyway to view these passwords or is that not possible?

hidden for security purposes im sure.

That's more then common to hide/decryt password, it's rarely show in clear text, of course.

Is there anyway to view these passwords or is that not possible?

As before, no, not possible. But with admin rights you can reset a password to a new one.
