We recently had a device that we've installed Window 10 Pro onto, but we need a license to activate it. If we purchased a Windows 11 Pro Downgrade license key, would that force us onto Windows 11, or would we remain on Windows 10? I tried looking this up, but couldn't find any info on this specific issue.

You are not able to activate the Windows 10 license with Windows 11 product key and you will need the license for the Windows 10.
In case you had Windows 10, and it was activated then if you upgrade to Windows 11 and it remains activated, then you may use the Windows 10 license to activate Windows 11 (in case of upgrade only) and normally it won't ask for product key and will just activate it from the server.

We have previously purchased devices running Windows 11 Pro Downgrade that runs Windows 10 fine, so we know those licenses work for Windows 10 Pro. Would it be possible to apply the license via the cmd command "slmgr.vbs /ipk" without it prompting us to upgrade to Windows 11?

You will need to check your licensing options with the reseller or Microsoft Support in your country.
In general, you have to install Windows 10 and enter the product key and if your license is valid, then your product will be activated.
In case you install Windows 10, it won't upgrade to Windows 11 without you performing this action.
