Windows 10 21H2 with ppkg customizations fails during push button reset!

I have customized a Windows 10 image and deployed Push Button Reset features by following deploy-pbr-features-using-auto-apply. After customizing my image in audit mode I sysprepped the image to oobe mode, created a user account during oobe. Once I hit the desktop I deployed Extensibility points instead of AutoApply folders, and I captured my customizations using the folowing command scanstate.exe /apps /ppkg C:\Recovery\Customizations\usmt.ppkg /i:OEMCustomizations.xml /config:Config_AppsAndSettings.xml /o /c /v:13 /l:C:\Recovery\OEM\Logs\ScanState.log. I have attached OEMCustomizations.xml 241623-oemcustomizations.xml and Config_AppsAndSettings.xml 241624-config-appsandsettings.xml. I repeated the above on Windows 11, Windows 11 successfully completes the push button reset without issues!

Any guidance in resolving the push button reset failure and rollback would be greatly appreciated!

    **I figured it out, I was using scanstate version 10.0.22000.1 to capture customizations on Windows 10! Push button reset completes without issues or rolling back when I use scanstate version 10.0.19041.1 to capture customizations! **
