Whether Exchange 2019 has the default IRM feature?

Hello ,

Currently we are running on Exchange 2016 and we don't have Azure RMS server, hence there is no IRM feature as of now.

My query is, whether Exchange 2019 has the IRM feature by default or do we also require RMS server.

Our primary requirement is we need do not forward/encrypt option while sending emails.

Is there any update about your question? I haven't found any official document tells that AD RMS server is not required for IRM feature in Exchange 2019. Just like the screenshot shared below, we need to check the requirements according to your own scenario.

I heard that in Exchange 2019 , AD RMS server is not required for IRM feature, just wanted to confirm this.
