How do I allow a user with a business license to download the apps

I added a user to our business account and she gets this error message when trying to download MS office applications.

"You currently have not been assigned an Office license that includes the Office desktop apps. Contact your admin for more information about how to get Office for your organization."

Not sure how I enable her
