I have question, we are planning to patch our farm but I noticed that there is a required patch upgrade required.
Is it okay if we do not patch the server and proceed with the installation of new CU then run the upgrade or do we need to fix this issue first before applying new CU?

Yes, you should be able to install a newer PU and run the Config Wizard successfully.
You can apply the new CU directly and then run SharePoint Configuration Wizard.
Technically, it will remove the warning message on Upgrade status in Central Administration after the patching.
