Welcome to Microsoft Q&A forum.
I believe there are some ready-to-use framework or tools to allow doing unit testing for SSIS projects. But, as you mentioned, the document which talks about SSISTester is no longer updated. You may need to consider looking for and using some other open source or third-party framework/tools. Please check if this thread: SSIS Unit Testing code coverage helps.
