Thanks for your post! It appears that the recovery vault may still be intact and has some undeleted backup data in it (which in turn is in the restore point collection's resource group). Per my understanding, the vault has to be deleted in order to delete the restore point and collection. In addition, those restore point collection resources will only incur charges if there's any restore points in it.
In this case, can you please attempt to try deleting the whole restore point collection per the following screenshot below:
This will be found under the resource group for the Azure Backup instance and see if the deletion is successful. If this is unsuccessful, then we will need to raise this with our Azure Backup Team for further investigation.
