Transport rule

Hi All

I am using exchange 2016 hybrid environment. we create users in onprem and migrate to online. I dont want my users to receive emails from an external sender say abc@Company portal .com and with two specific email subjects.

external sender is not a spam its application generating email ,i dont want my users to receive the emails with two specific subjects.
Email Subject1: test email 1
Email Subject2: test email 2
sender email: abc@Company portal .com

my users should receive all other emails with any other subject but except test email 1 & test email 2.
for example they can receive with test email, test email 3, test email 4, any other except with these subjects. Will transport rule work for me or is there any other way , experts guide me with transport rule if it works and should i create in onprem or online.

    Add this external sender as a contact, then you will could create a transport rule on both Exchange online and on-premises to delete this email:
