Win 11 22H2 breaks provisioning packs

Hi,

We have been running Win 11 for a few months now. We are slowly upgrading our fleet. The latest build we are using is the Aug. 23 build from VLSC. We have our provisioning packs on our sticks and everything works as it should.

I grabbed the Sept. 20 build "22H2". I tried an install and get a constant 0x800700b7 error code. I tried exporting our provision pack with an updated date. And get the same result.

I tried the old build on the same device and all was good. I am using Version: 2022.822.0.0 of WCD

    Exact same issue here on Win11 22H2, glad to see Microsoft acknowledge it here.

    Once this is resolved, we can start work here on getting our fleet ready to upgrade from win10.

    No ideas as to why it would fail? The code says it's because the pack already exists. I am doing a fresh install. I can install on the same device over and over without issues before 22H2.
