Windows apps gone literally

I have had viruses on my pc that probably deleted them but idek how, my command prompt is gone the icons are gone, system information disk cleanup system configuration etc, is there a way to restore them without losing everyone on my PC

Simplest safest may be to backup files to removeable and clean install the operating system.'
