On September 18th, an updated Message Center post came out saying that the rollout would complete in mid-October for all customers. If you're in Targeted Release, you should see it, otherwise you'll need to wait until mid-Oct.
Scheduling option is missing in the Site Pages library in SharePoint Online
Hi,
As per https://www.beyondintranet.com/blog/how-to-schedule-sharepoint-pages-and-news/, we can schedule SharePoint Pages & News Posts to publish at a future date.
However, the Scheduling option is missing in the Site Pages library in SharePoint Online.
Please let me know how to activate the Scheduling option in the Site Pages library in SharePoint Online.

Just like Trevor said, you can check the post in message center saying MS have completed Targeted Release and expect completion of roll out to all customers in mid-October. For more detailed information, you can search the title "(Updated) New Feature: Schedule pages and news posts in SharePoint" in message center.
