I assume it is because you assume this is a work account, which it is not. It is my developer account.

We have an Azure AD B2C tenant. In the B2C tenant, we want to create the Conditional Access Policy which needs Azure AD Premium P1 or P2. When I started the Free trial it gave the error 'Failed to activate Azure AD Premium P2 trial'.
Note: We never used Azure AD Premium P1/P2 Licenses free trial.
In all Azure AD B2c tenants, Azure Active Directory > Licenses (this feature is greyed out.)
Any Solution Please.
