If I purchase a perpetual license of windows server 2022 std, can I activate a vm with windows server 2019?

From this document I understand it is valid only if the host is datacenter.

A 2022 Server Standard host cannot make use of AVMA keys for guests. If you need Server 2019 Standard then ask the seller about getting a downgrade product key.
