Risky user detection

I have one user that keeps getting locked out. We work with a 3rd party app that's in the cloud and when he tried to login via o365 in the app it registers as a login attempt from Washington, VA then flags it as high risk. I can Dismiss the user risk but it keeps happening. Is there a way for me to whitelist this location?? or IP?

    I've thought about that but wasn't sure if that would apply in this case.. guess it won't hurt to try it.
