Unable to subscribe the telephone at Dev Center

Every time that I tried to create a sandbox, at Microsoft dev center 365, when I put my telephone number for verification and send I receive this message.
"You cannot send the code to this number. Provide a valid cell phone number and try again. MS-CorrelationId: 7b20dd3c-247d-475d-b138-d041ada17f32'
