Delegated Access

Hi All

we are using exchange 2016 hybrid environment, we create users in onprem and migrate to online. i have an external user ******@extdomain.com sending emails to our users.
i have user1 who has delegated his calendar access to user2 and user3.
When external user is sending calendar invites to user1@Company portal .com , user1 is getting calendar invites but user2 and user3 are not getting those delegated emails.
delegation settings on user1 is correct. the emails to user2 and user3 are held at our email gateway and i suspect due to spf. Are there any Microsoft ips which i need to whitelist on our email gateway for delegation.it is only happening for external users sending invites. for internal invites we don't see any issue.
