Disabled review message option for quarantine notification for end user

Good day,
Is there a way to disable the review message option for end users when they receive their quarantine notification email?
I have followed MS docs and have configured the set specific access (advanced) and only selected request release option and left all other options blank, however the end user notification still has the review message option.
I need to disable this button, remove it or greyed it out so users cant select.
Advise here will be highly appreciated.

The configuration only affect Block sender, Release, Request release is available or not, and has no effect to Review.

So, the "review message" option is a permanent feature that can't be disabled?

Yes, currently it can't be disabled.
