Unfortunately, no. As called out by the product team in public documentation, in order to use Synapse link feature to connect Dataverse to Azure Synapse, then the storage account and Synapse workspace must be created in the same Azure Active Directory (Azure AD) tenant as your Power Apps tenant and the storage account and Synapse workspace must be created in the same region as the Power Apps environment you will use the feature in and the same resource group.
If you have feature request feedback, I recommend logging it in IDEAS forums below so that respective product team can review the feedback and will try to implement in the near future.
