My University recently started utilizing Microsoft authenticator. I set up my account with the app, verified, my device, and deleted the app because I thought I wouldn't need it anymore. I'm trying to log into my school's account and it's now asking for a code from the app. When I go on the app, no code is displayed. It also gives me the option of using a QR, code, however, I'm not seeing that either. I'm not sure how to get back into my account.

You can restore from backup (assuming there was one) but make sure no accounts have been added to the newly install app. Then sign on with recovery account to do the restore.

You can recover your account credentials from your cloud account, but you must first make sure that the account you're recovering doesn't exist in the Microsoft Authenticator app. For example, if you're recovering your personal Microsoft account, you must make sure you don't have a personal Microsoft account already set up in the authenticator app. This check is important so we can be sure we're not overwriting or erasing an existing account by mistake.

You can try to sign in to your account but select the Sign in another way link (assumes another way was set up) on the Two-factor verification page

or the other method is to ask the school administrator to reset the account so you can setup the two-factor again via the QR code.

It's not giving me the option to sign in another way

Yes, as I mentioned "another way" needs to have been setup

Is there any way to set it up again without the help of a school administrator?

Unfortunately without the backup or the "another way" option there isn't.
