how to join endpoint devices with azure AD Domain Services?

I have Created Azure Ad Domain Services and there is no on prem ad or an azure AD. I want to join my endpoint devices to the same domain but unable to do so.

I am looking for a solution to join the devices to the domain without using VPN.

It's impossible without VPN. You need to have access to the same network where ADDS has been deployed.
