Where is the Rich Text Format (RTF) official license?

Question

I tried to find the official license for the RTF format, but no success. I want to know if the license permits using RTF in open-source software (planning to make a program which converts RTF to PDF).

Since I also want to create documentation for my program, I am also interested to know whether or not I am allowed to describe the supported RTF syntax in detail.

How do I know if this is legal? Where can I find the license?
