By default only Global admins can add domains, but you can also use the "Domain Name Administrator" role as detailed in the official documentation: https://learn.microsoft.com/en-us/microsoft-365/admin/setup/add-domain?view=o365-worldwide

What is minimum permission needed to add exchange server domain to 0365 side?
I am an exchange admin and i can not see any option to add dmain on o365 page?

2022-10-04T01:31:01.163+00:00 Exchange online is a part of Office 365. So, this is normal that Exchange online admin cannot use some of Office 365 functions.
As pointed in the article that michev provided, you must be a Domain Name Administrator or Global Administrator for using this function.
