I have been able to customize html for a sign-in flow as stated in the doc below. However I am not able to customize a sign up flow (for local email) using the same steps. I can customize a sign-up flow for both custom auth provider and local email, but when a user clicks on email, the browser links to the non-custom page.

You need to have a separate sign-up policy to direct them directly to sign up.
