For the Mobility Services do i need a Hardware Load Balancer?

I have:

Windows Server 2012 R2 IIS with ARR
DNS
AD DS

Skype for Business
Skype for Business
A Microsoft communications service that provides communications capabilities across presence, instant messaging, audio/video calling, and an online meeting experience that includes audio, video, and web conferencing.

    Yes, you need.

    Load balancing distributes traffic among the servers in a pool. If you have Front End pools, Mediation Server pools, or Edge Server pools, you need to deploy load balancing for these pools. For more details, you could refer to:
