Windows 2019 file server, a user has a problem

Hi,
We have a windows 2019 server which is used as a file server, and we have AD. We create a folder for each user on the file server at a parent folder and want each AD user to be able to write files to his folder. While the other users can do this
a spesific user can not write or read to the folder which is created for him. He gets the similar error(translation " You need permission to do this action" . at the folder properties , the user is set as full permission. Even for try i changed the folders ownership to user himself but itdidnt help. How can i solve the problem? Thanks.

    Try using the Properties>Security>Advanced then select the tab Effective Access then type the username of the account having an issue on the 'Select a user' option. This should verify if permissions as per the username is correct.

    Also re-create the folder and test the permissions; another option, check the user account for any issues, are there other issues that they experience with that account?

    Here is the effective access screenshot. Problem not solved yet , we have to solve it soon. One thing i saw on ad user properties that a UNC path is set on the users home folder field, but that UNC belongs to the old file server ( that ip is not live for long time). But also the other users have the same setting too, which we have no problem with them.
