unable to add templates

Hi All

One of my user is unable to add templates from lookbook.microsoft.com. user is getting the below error.

Need admin approval, needs permission to access resources in your organization that only an admin can grant.
Please ask an admin to grant permission to this app before you can use it.

we are not going to provide any access to the user. we have roles like sharepoint admin, helpdesk admin, global admin. What level of admin access is required to approve this?
lookbook has many templates. if admin approves it, will the user access only that template or all the templates. .

You must to be a global administrator to add templates from lookbook.microsoft.com.

Lookbook itself says that You must be a tenant administrator to deploy this template.
You can ask your tenant administrator if he/she can deploy on your behalf and later can add you as an owner for that site.
