According to your description, I have the following questions to confirm with you:
- Does the same problem exist when you use the web client?
- What is the license type for the user? If it is a Microsoft Teams Free (classic) license, external access will not be supported.
- Is the domain of the external user in the whitelist? Set Allow external domains as shown in the following figure.
Besides, we recommend that you check Blocked Calls in Settings Privacy as shown below.
