In my B2C tenant, I updated the company branding for the sign-in page, but I do not see the same setting for the password reset policy. Does this need to be a custom page hosted somewhere in Azure?

It depends on which user flows you're using. There is a user flow for password reset. Actually there are 2 but it depends on the user flow you set up. Both are off by default so you'll need to go to your B2C settings, go to User Flows under policy and then enable and edit the password reset flow that your app is using.
