Azure Postgresql stuck in restart state for long time

Hello,
Our Azure Postgresql usage was stuck at 100% unexpectedly.
I restarted it to resolve this but it is still in restarting state after an hour.
What can be done to bring it online?

How long it has been? Try restarting from PowerShell
If it doesn't work then I would recommend raising a support case to check the logs.
