That article doesn't reference "Tenants".
This article (Azure resource types for move operations), does talk about it and says "Moving resources across Microsoft Entra tenants isn't supported."
Summary I think is this.
Your reference doesn't answer the question.
The second ref I posted above is clearly wrong, as it seems to apply to all resources.
