virtualization is enabled from BIOS but showing virtualization is not enabled

I have enabled virtualization from the BIOS. But when I try to install Xilinx, there is a message that says virtualization is not enabled. I have disabled hyper-v as well. What's the solution?

    Hi,

    I have seen similar issues when I tried to install a virtualization software on an Azure VM. Can you resize your VM to a SKU which supports nested virtualization ?
