Add a toolbar to a tool window

Open the tool option setting page and modify any content. Click Cancel to open it again. It will still become the modified content, but the value in the registry has not changed

Welcome to Microsoft Q&A forum. Could you be more specific? What do you mean "tool option setting page"? Could you share us a minimal reproducible sample to check further?
As you shared one document(Add a toolbar to a tool window) above, I’m not sure if you followed the guide to create your own extension, or just followed the guide to test the extension sample? Based on my test, if you are testing the extension sample, the result should be like the following screeshot:
