For this issue, "Wipe" action is available for these scenarios. A wipe is useful for resetting a device before we give the device to a new user, or when the device has been lost or stolen.
For retire and delete action, they are similar. For retire action, removal happens the next time the device checks in and receives the remote Retire action. However, delete action is an immediate removal.

After removing a device, we can re-enroll the device to intune.
