Cannot run any dotnet commands from packgage manager nor command line windows 11

When I run dotnet ef I get the following issues the windows 11 open with dialog comes up

I have also done a full re install of visual studio and no luck

This only happened since the last upgrade to 2022 i have been running my migrations before then in pm console fine.
dotnet ef migrations add newfieldstestdb -p TheHockeyLabMn.Dal -c TheHockeyLabMnDBContext
Also the dotnet is installed in said location
