Enable Location services in Windows 10

Hi All,

I want to enable the location service on Windows 10 workstations while keeping the option 'Allow apps to access your location' turned OFF. I have tried a few things using ADMX Templates, Custome OMAs and through Settings Catalog but, if I enable the location, it by default turns ON the other option for apps to access location. I was even trying to find out if a script or registry can do it but have not success still.

Please let me know if anybody has implemented it already or, any suggestions.

Settings > Privacy > Location: Allow access to location on this device

    Adding a Windows tag to this thread as it really isn't specific or related to Intune or Autopilot -- Intune can only control what the OS allows it to control so unless there's a way to do this in Windows, there's nothing Intune can do about it. Ultimately, I think this is a by design behavior in Windows itself but others may be able to refute this statement.
