I've tried to download SQL Server 2019 express edition and keep encountering this error message the the image attached below. Can anyone please help me so I can proceed with the download.

Agree with them. According to the error message, you can try to install Microsoft ODBC Driver 17 for SQL Server firstly as Olaf mentioned.
After the installation, you can go to the Control Panel -> Uninstall a Program to check if the ODBC Driver exist. Then, try to install SQL Server again.
If that doesn't solve the problem, you can read the documentation and then attach your summary .txt or detail .txt for more error information.Best regards,

I checked my control panel and it seems the Microsoft OLE DB Driver for SQL Sever is already installed. Also tried downloading the media option instead of the basic without success

2022-10-13T06:31:08.253+00:00 It could help to see the log files. In the folder in the error message, there are a number of files. The ones of interest would be summary.txt, detail.txt and any file there might be with oledb in the name.
