Microsoft Teams allows third parties in the system without a request on the portal or approval from Operations

Have checked the settings on Teams admin.
There are only 15 external domains that are allowed by the organization. When external domains are allowed, users in our tenant can chat, add users to meetings, and use audio video conferencing with users in external organizations. By default, we can communicate with all external domains.

But the 'Teams accounts not managed by an organization 'was also allowed. This allows us to communicate with Teams users whose accounts aren't managed by an organization and external users with Teams accounts from not managed can still contact users from our tenant.

There are only 15 external domains that are allowed by the organization.

Allowing specific domains is for organizational users. Only users in these 15 organizations can contact you.

Depending on your settings, all external Teams users not managed by an organization can contact you. They don't need to be approved to contact you directly.

You could also further control if people with unmanaged Teams accounts can initiate contact. If you don't want to contact with external Teams users not managed by an organization, you can

change On to Off. For more details about Teams accounts not managed by organization, you could refer to this article.
